PIF/BDGA Statement on Animal Activities Licensing and Grooming

There has been a lot of noise on social media in the last couple of days about the Animal Activities Licensing (AAL) regulations, which are coming into force in England only on 1 October.

Pet grooming businesses will NOT need a licence from their local authority to operate their pet grooming business. Pet groomers will only need a licence if, alongside their grooming activity, they commercially undertake any licensable activities (such as those listed below), to cover that activity, rather than grooming.

The new AAL regulations will affect businesses involved in dog and cat boarding (kennels, daycare, home boarding etc); pet vending, dog breeding, riding schools and mobile zoos and will replace existing legislation that already covers those areas. Scotland, Wales and Northern Ireland will be unaffected by these changes (animal welfare is a devolved activity), but each is reviewing legislation and changes are likely to happen in the devolved nations too over the next few years.

PIF/BDGA is spearheading a Canine & Feline Sector Group working party to develop guidelines for professional pet groomers. Professional groomers can base their practice on these to help raise standards in the industry and safeguard animal welfare. Such guidelines (also known as Codes of Practice) aren’t legally binding, but DEFRA have made reference to many Codes of Practice in the past. They are a useful tool in an unregulated industry.

We’ve written an article to go in this month’s Total Grooming Magazine on AAL, and we will be doing more PR around this in the coming months, but PIF/BDGA and its committee are working hard to drive the professionalism in the pet grooming industry.
